- To the Dean of Melbourne and a similar letter sent to all the Parochial Clergy - Circular to Clergy requesting completion of details such as Annual Salary and amount of fees for the purpose of compiling the blue book for transmission to the Secretary of State for the Colonies. - To the Rev. H. H. H. P. Handfield St. Peters - I regret that I am compelled to return the accompanying list and certificate. Under the regulations of the 21st March, headed "Public Worship"issued from the Colonial Secretary's Office, the Lord Bishop of Melbourne is directed to send the Colonial Secretary the list containing the names of the persons contributing, together with the certificate from the several Ministries? that they might have received... make a new.. list and certificate... January 10 1854. Pages 2 and 3.
- Part of a letter to The Reverend S. Taylor Brighton... land at Brighton belonging to the Church of England consecrated for the use of inhabitants of Brighton and its vicinity... that the inhabitants of St Kilda are not at liberty to bring their dead for burial at Brighton.. the inhabitants of St Kilda are not entitled to purchase land therein for a private vault or for private use.. that no modification of ... the Act of consecration.. That no modification can be made in favor of those who have interred there... can purchase land in some other burial ground .. can obtain warrens of disinterment and remove the bodies of their deceased relatives to such newly purchase ground.. until land is set apart at St Kilda for burial purposes .. will be better not to raise objections to the burial of parties dying at St. Kilda. The land for St. Andrew's Church at Brighton was conveyed to the late Bishop of Sydney. The deed was never in my procession. Sydney .... in order to be licensed for the Office of a Scripture Reader the candidate must obtain a nomination from some parochial Clergyman who may require such an assistant; and further the candidate must submit to my Lord's satisfactory proof of his being duly qualified , intellectually and spiritually for the performance of the Office... Stretch (Theodore Carlos Benoni ) ... land at Chilwell... let me know whether the land be now actually conveyed to the Bishop... 2... procuring the payment to Messrs Potter, Pollard and Croxton. Mr Courtney, who I understand did attend to these matters has resigned... 3.. applications for land for Church purposes .... I think it necessary first to obtain the Bishop's assent, for which I will write to him.. at Castlemaine... February 14 1854. Pages 26 - 27.
- To James Henty Esquire - The documents .. respecting the Richmond Church are incomplete and the Government will not act on them for the following reason... February 16 1854. Pages 27 - 28.
- To The Dean of Melbourne... A court was held at the Registrar's office on the 21st August 1848.. a table of fees was settled and approved of in respect of marriages, burials etc And two copies on large cardboard, signed by myself as Registrar (Henry Moor) were sent to Saint James' Church for the purpose of being exhibited and another copy ... sent to the building erected at the Cemetery. I collect from Mr Dumbell that you have not the means of checking or correcting the list.. I infer that the cardboard copies are neither at Saint James' Church or the Cemetery.. If this be the case.. I may take steps to have copies sent again. I may mention that each of these previously sent cost one guinea. February 16 1854. Pages 28 - 29.

- To The Dean of Melbourne - The Bishop of Melbourne has been requested to make the enclosed return to the Colonial government, but the last column requires more information than I possess... from your knowledge of the Diocese you may be able to supply the whole or part of the requisite information... - To The Reverend J. C. B. Stretch Geelong ( John Carlos William ) .. returns to the Government.. let me know what buildings have been erected, or are in the course of erection on the Church lands at North Geelong, South Geelong, Ashby, at the road leading from Geelong to Colac; and Corio, and Barrabool Hills.... February 17 1854. Pages 31 - 32.
- The Lord Bishop of Melbourne ... I have received from the Reverend J. C. Stretch applications.. for lands ,, for Church purposes .. necessary first to obtain your Lordship's approval .. places.. Murgheboluc - 2 acres; East Geelong - 2 acres Parish of Moolap bordering on town reserve; Duck Ponds - 2 acres parish of Moorunguck?; Lethbridge - 2 acres ..; Water Holes; Werribee - 2 acres adjoining the Township of Wyndham - This is stated by Mr Stretch to be needed immediately for a school to be built; Moddewarre - 2 acres ... Mr Stretch .. addressed a letter to your Lordship asking permission to have the land belonging to you at Chilwell conveyed to Trustees for the purpose of erecting a schoolhouse there... marriage.. I think that wherever parties are resident in or near a place containing a church or licensed building, they ought to be married in the Church or building; but where they reside at a distance, they should be allowed to marry in their own homes .. very difficult to make a general rule.. Whatever the distances be, it should be made and signed by your Lordship as a rule to be attended to until further notice, and a copy of it sent to each of the Clergy.. unlicensed places for public worship I don't see how your Lordship could consistently make such a rule apply... I shall send your memorandum to Mr Lucas.. copies made of the returns by the Clergy to your Lordship's circular but both Mr Dumbell's and my own time are so entirely engrossed by the present current business of this office... I am now every day at this office and still I do not seem to get the work under... I am trusting that yourself and Mrs Perry will arrive at Castlemaine in good health and safety.. signed Henry Moor. - To C. J. Griffith Esquire M. L. - On the 14th November 1851 a Bond for 500 pounds from the Building Committee of St James' Cathedral Church was assigned to Mr Pohlman, yourself and Mr C. Sladen as Trustees for the ... Church of England Endowment Fund... I think it not improbable that an opportunity of re-investing the money may soon occur. I have to suggest that you, with Mr Pohlman should sign a receipt .. and give me an authority to receive, and pay to your credit, as such trustees, the 500 pounds and interest.. February 20 1854. Page 37.
- To The Reverend S. Taylor ( Samuel ) - On Mr Dumbell's return I asked him about the petition of the inhabitants of Chelthenham to the Denominational Board for assistance; and he informed me that he has no recollection of ever seeing that document.. I find no application has been made by his Lordship.. to the Denominational Board... February 20 1854. Page 38.
- To The Reverend J. Sullivan and Reverend J. C. T. Stretch - The Lord Bishop .. having been pleased to the Office of Surrogate for issuing licences of marriage within this Diocese I am directed ... to transmit to you blank forms of affidavits appointed by law to be taken previously to granting such facilities... I am directed especially to draw your attention to the conditions upon which the marriage of minors is authorised by the law of this colony and to request that you will use the utmost caution and circumspection with respect to such applications... The fee payable for every license is 3.0.6 pounds of which 1 pound is the fee of the surrogate and the remainder is to be transmitted to the Registrar together with the application... Henty Moor.. has paid into the Bank of Australia the sum of two thousand pounds .. to be placed to the credit of the Trustees of St Stephen's Church Richmond; being the amount of grant made by the government in aid of the above mentioned building... February 24 1854. Page 42.
- To The Speaker.. letter... respecting the appropriation of money for the Hawthorn Church.. February 27 1854. Pages 43 - 44.
- To The Reverends S. L. Chase, H. H. P. Handfield, C. T. Perks, J. A. Clowes, D Seddon, W. Carter, G. M. Drummond - I am instructed by my Lord the Bishop of Melbourne .. that it is his Lordship's intention to hold a confirmation in _ Church ( or Schoolroom ) ... As a general rule all such candidates should have completed their sixteenth year and be ready, as soon as they have been confirmed to receive the Holy Sacrament of the Lord's supper. A list of the names and ages of the candidates should be prepared and delivered to His Lordship's Chaplain at the time of Confirmation; and each candidate ought to be furnished with a certificate in the form subjoined... - To The Very Reverend Dean of Melbourne, The Reverends S. L. Chase, H. H. P. Handfield, J. A. Clowes, C. T. Perks, Theodore Budd, David Seddon, Samuel Taylor. George O. Vance and George Studdert - In consequence of Mr Courtney having resigned his office .. in future it will be necessary that you transmit to this office , for the signature of the Bishop, the printed abstracts filled up as required by the Auditor General's office.. abstracts, when signed by the Bishop, will be at once returned to you to enable you to draw money from the Treasury. March 6 1854. Page 47.
- To The Reverend William Carter .. return to you a list of subscriptions raised for building a Church and Parsonage at Pentridge for correction. By the sixth regulation of the 21st March 1853 it is ordered that a application for aid towards the erection of a Church can be entertained until 200 pounds at least has been raised by contribution and actually paid over to the Trustees, that they have actually received the sums shewn... The list forwarded to the Bishop of Melbourne is signed only by Mr Thomas as Honorary Secretary and has not the certificate attached - when rectified .. return the list to me... there should be a separate list for aid towards the building of a church and a separate one for the mister's dwelling. March 6 1854. Pages 47 - 48.
- To Octavius Brown Esquire - The Trustees of St James' Church have paid.. a cheque.. This money belongs to the Church of England Endowment Board of which you are Treasurer.. which bank and to what account I shall pay in the cheque... I know it is Lordship's wish that a meeting of the Board shall be held .. By a rule of the Board, the Treasurer is at each meeting to say what is balance at hand. March 6 1854. Pages 48 - 49.
- To The Very Reverend The Dean of Melbourne.. what is the exact amount which you receive yearly for rent for the Glebe land in connection with the Cathedral Church of Saint James... signed Geo. W. Dumbell. March 6 1854. Page 49.

Vance, George Oakley St James'.. a letter has been received at this Office from the Honorable the Colonial Secretary dated 23 February 1854 conveying His Excellency the Lieutenant Governor's approval of your appointment as Chaplain for Immigrants for the City of Melbourne... March 6 1854. Page 50.
- To The Registrar General - Government Allowances, Baptisms .. I have the honour to transmit you the returns named in the margin. For the several parishes of Warringal, Ballan, The Wannon River and Warnambool, I am unable to forward returns of Baptisms.. In the first named parishes the respective ministers resigned before the end of the year and one of them is in Van Dieman's Land .... March 7 1854. Pages 50 - 51.

Brown Esquire, T.T. a'Beckett Esquire .. inform you that a meeting of the Church of England Endowment Board will be held in the Registrar's office, 71 Little Collins Street West, on Friday next.. Smith?, Henry Fairthorne, Thomas Stubbs, John Dunne Esquire, Trustees of the land for St. John's Church and Parsonage.. the Bishop.. received a letter from the Colonial Secretary's office requesting His lordship inform the Surveyor General of the portions of the land which it is intended should be specially set apart for the Church, School and Parsonage.. The Government has confirmed as Trustees of the land the five gentleman to whom the letter is addressed. March 16 1854. Page 54.
- To The Trustees of the Church Land at St. Kilda - case of the Reverend David Seddon .. His Excellency the Lieutenant Governor has been pleased to authorise the grant of 400 pounds towards the erection of a parsonage at St. Kilda.. March 16 1854. Page 55.

To this list must be attached a certificate signed by the Trustees that they have actually received the sums in such list... - Circular to All Clergy - By direction of the Lord Bishop of Melbourne.. summon a meeting of layman members of the Church of England of the age of 21 years and upwards .. for the purposes of electing a Representative or Representatives to a conference of the Clergy and laity of the said Church to be held in St. James' Schoolroom .. to be held on the 14th and following days of the ensuing month of June... refer to pages 54, 55, 56 and 57 of the Church of England Messenger for the past month.. Registrar of the Diocese.. resignation of that office by Mr Moor, for whom during his absence in England I ( Thos a'Beckett ) acted as his Deputy.. the returns you require have not as yet been sent in or compiled with sufficient fullness to furnish a proper analysis of them.. I will endeavour by sending a circular to the Clergy to obtain what you require in time for your appendix.. address me as Registrar at the "Registrar's office" the business of which is quite distinct from that carried on at my usual place of business.. One official letter.. the Colonial Secretary stating that the Lieutenant Governor has ordered the whole balance of the money applied for in aid of the erection of Hawthorne Church to be paid to the Trustees at once. I will write and inform Dr Palmer of this fact today. .. March 28 1854. Page 66.
- To Lt. Pasco. R. N. Williamstown .. your letter relative to the iron church .. appears likely .. made the subject of litigation. In such an event it will be necessary to shew the number and marks of the packages discharged from the ship and the condition thereof.. A claim should be made at once upon the agents of the vessel for the value of the church if they have lost any of the package. March 28 1854. Pages 66 - 67.
- To The Honorable the Speaker... the Lieutenant Governor.. has been able to appropriate the full sum of 2400 pounds towards the Church Building at Hawthorne and that the Auditor General is authorised to prepare a warrant for 767.3.5 pounds with the amount already paid the full sum of 2400 pounds. March 31 1854. Pages 67 - 68.
- To The Reverend J. A. Clowes ( James Aaron ) .. meeting to nominate a Trustee for St Marks in the room of Mr Blackburn deceased... The electors shall be pew holders... The Act of Council does not state in what way notice must be given and it is possible that one read in the Church may be considered sufficient but it will be much safer to send a circular. The election when made will be subject to the approval by His Excellency the Lieutenant Governor of the gentleman named... March 31 1854. Page 68.

I have received the following letters from the Colonial Secretary .. auditor general was authorised to pay to the Trustees of Hawthorne Church 767.3.5 pounds... appointment of Mr Handt as chaplain of goals at Geelong.. authorising the Archdeacon of Geelong to sign salary abstracts within his Archdeaconry... send you a letter from Revd Mr Carter making application for aid towards a school at Pentridge... March 31 1854. Page 69.

I have received from the Post Office two private letters to your Lordship... an official communication from the Colonial Secretary's office... the Lieutenant Governor has been pleased to authorise the stipend appropriated for the Chaplain to the Hulk and Goal at Geelong being increased to 300 pounds a year by the transfer to it of 200 pounds ... voted for the Chaplaincy of the penal establishment at Williamstown... March 31 1854. Page 70.

Murgheboluc - 2 acres; East Geelong - 2 acres Parish of Moolap bordering on town reserve; Duck Ponds - 2 acres parish of Moorunguck?; Lethbridge - 2 acres ..; Water Holes; Werribee - 2 acres adjoining the Township of Wyndham - This is stated by Mr Stretch to be needed immediately for a school to be built; Moddewarre - 2 acres ... Mr Stretch .. addressed a letter to your Lordship asking permission to have the land belonging to you at Chilwell conveyed to Trustees for the purpose of erecting a schoolhouse there... marriage.. I think that wherever parties are resident in or near a place containing a church or licensed building, they ought to be married in the Church or building; but where they reside at a distance, they should be allowed to marry in their own homes .. very difficult to make a general rule.. Whatever the distances be, it should be made and signed by your Lordship as a rule to be attended to until further notice, and a copy of it sent to each of the Clergy.. unlicensed places for public worship I don't see how your Lordship could consistently make such a rule apply... I shall send your memorandum to Mr Lucas.. copies made of the returns by the Clergy to your Lordship's circular but both Mr Dumbell's and my own time are so entirely engrossed by the present current business of this office... I am now every day at this office and still I do not seem to get the work under... I am trusting that yourself and Mrs Perry will arrive at Castlemaine in good health and safety.. signed Henry Moor. Registrar of the Diocese.. resignation of that office by Mr Moor, for whom during his absence in England I ( Thos a'Beckett ) acted as his Deputy.. the returns you require have not as yet been sent in or compiled with sufficient fullness to furnish a proper analysis of them.. I will endeavour by sending a circular to the Clergy to obtain what you require in time for your appendix.. address me as Registrar at the "Registrar's office" the business of which is quite distinct from that carried on at my usual place of business.. One official letter.. the Colonial Secretary stating that the Lieutenant Governor has ordered the whole balance of the money applied for in aid of the erection of Hawthorne Church to be paid to the Trustees at once. I will write and inform Dr Palmer of this fact today. .. March 28 1854. Page 66.
- To Lt. Pasco. R. N. Williamstown .. your letter relative to the iron church .. appears likely .. made the subject of litigation. In such an event it will be necessary to shew the number and marks of the packages discharged from the ship and the condition thereof.. A claim should be made at once upon the agents of the vessel for the value of the church if they have lost any of the package. March 28 1854. Pages 66 - 67.
- To The Honorable the Speaker... the Lieutenant Governor.. has been able to appropriate the full sum of 2400 pounds towards the Church Building at Hawthorne and that the Auditor General is authorised to prepare a warrant for 767.3.5 pounds with the amount already paid the full sum of 2400 pounds. March 31 1854. Pages 67 - 68.
- To The Reverend J. A. Clowes ( James Aaron ) .. meeting to nominate a Trustee for St Marks in the room of Mr Blackburn deceased... The electors shall be pew holders... The Act of Council does not state in what way notice must be given and it is possible that one read in the Church may be considered sufficient but it will be much safer to send a circular. The election when made will be subject to the approval by His Excellency the Lieutenant Governor of the gentleman named... March 31 1854. Page 68.

I have received the following letters from the Colonial Secretary .. auditor general was authorised to pay to the Trustees of Hawthorne Church 767.3.5 pounds... appointment of Mr Handt as chaplain of goals at Geelong.. authorising the Archdeacon of Geelong to sign salary abstracts within his Archdeaconry... send you a letter from Revd Mr Carter making application for aid towards a school at Pentridge... March 31 1854. Page 69.
.. To The Lord Bishop .. I have received from the Post Office two private letters to your Lordship... an official communication from the Colonial Secretary's office... the Lieutenant Governor has been pleased to authorise the stipend appropriated for the Chaplain to the Hulk and Goal at Geelong being increased to 300 pounds a year by the transfer to it of 200 pounds ... voted for the Chaplaincy of the penal establishment at Williamstown... March 31 1854. Page 70.

- To The Venerable Archdeacon of Portland .. letter.. you mention in it your appointment as Archdeacon... With regard .. to the 2000 pounds applied for in aid of the Church at Belfast the application was forwarded to the government.. with regard to your stipend papers. I have been absent for some time and in consequence of the illness of Mrs a'Beckett, the Registrar is not able to attend here every day, but upon enquiry I am informed that they were forwarded to you duly certified some time ago. On the eleventh instant I wrote to you transmitting you a copy of your collation as Archdeacon of Portland and at the same time informed you that His Excellency the Lieutenant Governor had authorised you to sign his Salary abstracts within your Archdeaconry.
