Perks ( Charles Thomas ) - Before leaving own this morning the Bishop directed me to ask you to call a meeting of the Cathedral Erection Board to consider certain questions which he desires to submit to them. - To The Reverend H. B. Macartney - If you will put ? into communication with me, I will arrange with him the terms of his occupation of the Church lands at Elsternwick. Macartney... the Bishop will be glad if you will kindly arrange for the administration of the Lord's supper at St James' on Tuesday the 22 instant at 11.30 a.m. in order that the members of the Board of Nomination of the Parish of Christ Church Castlemaine may join in Holy Communion before meeting for the purpose of selecting a clerk to fill the vacant Incumbency of that parish. - To The Reverend Dr Torrance Balaclava - At a meeting of the Cathedral Chapter held last week, the Chapter took into consideration a Report of a Committee which had been requested to prepare a scheme for the training for the Cathedral Service of a choir of boys and men. The Committee had recommended that an offer which you had made to train a choir of boys, if you were appointed Precentor be accepted, and that the office of Precentor be conferred upon you..... The Chapter fully recognised the importance of the Committee but not having at present a their disposal the necessary funds to make arrangements for the appointment of a Precentor they felt compelled to make other arrangements. They have.. accepted conditionally the offer of Mr C. Truelove to train gratuitously a class of twenty boys.. the condition being that his training shall be subject to your supervision... I am justified in adding that any supervision which you might be able to give would be highly esteemed by the Bishop and Chapter. November 9 1887. Pages 23 - 24. Pages have been printed.

- To Charles Truelove Esq. St Kilda General Cemetery.. the Cathedral Chapter .. determined to avail themselves of the offer you generously gave to train a class of 20 boys for the Cathedral choir if you are willing to train them under the supervision of Dr Torrance... place at your disposal the sum f 180 pounds which will be paid to you by instalments... the course will last for 12 months.. by which time, if not before, it is believed the Cathedral will be opened for Diocesan service. Scott ( Edwin Henry ) - At a meeting of the Bishop in Council.. your application for a loan of 600 pounds? to enable the members of the Church at Kerang to acquire for the Parsonage a house .... it was determined that the loan be made on the following conditions... - Council of the Diocese - The attendance of members of Council is requested at a special meeting to be held at the Diocesan Registry on Wednesday the 16th instant at 3.30 p.m. Business. In accordance with the provisions of the " Patronage Act" to determine the time and manner of the summoning and meeting of the Board of Nomination charged with the duty of selecting a clerk in full orders for presentation to the Incumbency of Christ Church Castlemaine. An ordinary meeting of Council will be held on the 22nd instant at 3.30 p.m. to deal with postponed business and any new applications that may come in. November 11 1887. Page 48. - To Messrs Walstab and Son - In reply to your enquiry I beg to inform you that the Bishop in Council has under consideration the desirableness or otherwise of selling the properties in Elizabeth Street and Flinders Lane. November 11 1887. Page 50.

- To Robert Cay Esquire, Elmsford, Newbridge - In reply to your letter .. to the Bishop of Melbourne... If the building at Newbridge known as St John's were a consecrated church it could be used only for Divine service, the administration of the sacraments, and for holding Sunday School unless the Bishop, the Incumbent, and the Churchwardens, agreed to other use (vide Trustees and Vestries Act 1885, section 47)... - To The Venerable Archdeacon Beamish - Thank you very much for your kind words about my appointment as Registrar. It adds greatly to my comfort and pleasure to know that it is approved by those with whom I have had intercourse in past years. It is news to me that our Patronage Act is "discredited". It worked well and without complaint that came to my ears, till the Castlemaine election last June... I know that Bishop Perry does not like the present Act. he thinks "the old is better"... But there was greater friction under the old system than there is under the new..... Under the present system the Bishop, the Diocesan nominators, and Parochial Nominators, sit together and determine the result by voting. Frequently the selection may be unanimous.... If it be alleged that the Diocesan influence on the board be too great, it must be remembered that if the Parish had more than an equal share of the representation, it could be carry every election... The only defect in the Act that I see is that the Bishop has a "deliberative and a casting vote - but it is more nominal than real, for he would never by the exercise of both convert a minority into a majority. Practically the casting vote only would be given in the case of a tie, as in the Castlemaine election. November 14 1887. Pages 57 - 58. Pages have been printed.

- The Reverend E. C. Knox ( Edward Charles ) - The names of the official Trustees are not needed. Transfers of land and mortgages should be made to "The Church of England Trusts Corporation for the Diocese of Melbourne"which is a duly constituted Corporation under Act of Parliament No. 797. - The Reverend C. T. Perks ( Charles Thomas ) Richmond - The Bishop writes that he can attend a meeting of the Cathedral Erection Board on Saturday the 26th instant at seven o'clock. November 15 1887. Page 61.

- To The Reverend J. H. Stahle - I was unable to attend the last meeting of the Missions Committee but I forwarded your letter of the 17th ult. to Mr Fox and he submitted it for consideration. He has just told me that the result was that the Committee agreed to spend 25 pounds in rebuilding the back portion of the Teacher's cottage, if you and your aborigines can effect the needful improvements with that sum at your disposal.. I think I might arrange to spend Sunday the 4th December with you if you could make sure of starting me for Ballarat by the first train on Monday morning. - To The Superintendent of Police Melbourne - There will be a large garden party at Bishopscourt Clarendon Street East Melbourne tomorrow (Friday) afternoon from 3 to 6 o'clock, and the Bishop of Melbourne will be much obliged if you will direct some members of the police force to be in the neighbourhood at the time and preserve order, if necessary, about the entrance to the grounds. - To Messrs Langridge and Son 42 Collins Street West - I have been informed that the Syndicate who have "unlocked for the people" the land known as "Clayton Vale Township" might be disposed to set apart as a site for a Church in connection with the Church of England.... December 2 1887. Page 153.

-To The Secretary General Cemetery Melbourne; A. Purchas Esquire Selbourne Chambers ... the Bishop of Melbourne wishes to be placed in procession of information as to the extent of the unoccupied land in the Cemetery belonging to the various denominations and to the Cemetery authorities. This can be most conveniently shewn... as a plan which will indicate not only the extent, but the position of such land. December 2 1887. Page 154.

- To The Reverend C. T. Perks - The Bishop says he could attend a meeting of the Cathedral Erection Board on the 12th 13th or 15th instant.... I assume 3.30 will be a convenient time. December 6 1887. Page 157.

- To The Venerable Archdeacon Herring Kyneton - The only places named by Mr Wilson in his last return, as places where he conducts Divine service, are Euroa, Violet Town, and Balmuttum, Shean's Gully or Creek, is about seven miles from Euroa, and should be under Mr Wilson's care, I Think, but I cannot say with any certainty. for, as you are probably aware, the boundaries of parochial districts are not defined. I know nothing of Gooram. December 7 1887. Page 165.

- To The Reverend T. J. Wright ( Thomas James ) Yackandandah - In reply... we process the land at Yackandandah marked A and B in the accompanying plan. The extent of the whole is only 1a. 2r. 38p. The acre was set apart for Church of England purposes by the government of the day: the 2r.38p was given by Canon Chase and are the property of the Bishopric Endowment Fund. If we sold to the Government, the proceeds would have to be forwarded proportionally for the benefit of the Parish and the Bishoprick.. December 7 1887. Pages 166a and back of 167. - To The Reverend A. Yarnold Christchurch St Leonards Sydney ... information about Missions to the heathen in Victoria. Perhaps a few lines sent direct to Mr C. J. Fox. Hon. Sec. C/O Mission to the Aborigines Little Collins Street East, Melbourne and to Mr. J. W. Veal Hon. Sec. C of E Mission to the Chinese in Victoria Canning Street Hotham Melbourne might be productive of the desired result. .. If I find that I can I will send you from time to time Missionary Intelligence for your new magazine. .. you can put me down as a subscriber... December 8 1887. Page 170.

- To The Hon. James Graham - The constitution of the Grammar School makes no specific direction concerning the manner of elections of members of Council. It confers on the Council full power "to make rules for their own guidance, for the time and mode of holding elections, and generally for the conduct of business and the management of the school" but I cannot find that the Council has determined whether proxies shall be allowed, or voting permitted showing them at the meeting called for the election. I think it would be well for the Council to make regulations for further meetings. December 9 1887. Page 173.

- To The Reverend C. T. Perks - The earliest day the Bishop can name for a meeting of the Committee appointed to make collections for the Cathedral is Friday 23rd at 4 p.m. He will meet with the Committee at the Registry. I assume you will call the meeting. December 14 1887. Page 194.

- To The Reverend C. T. Perks - The Bishop will be glad if you will call the Cathedral Collecting Committee for 3 o’clock on the 23rd... as we must have a meeting of the Council of the Diocese on that day. December 15 1887. Page 201.

-Council of the Diocese... meeting to be held at the Diocesan Registry on Friday the 23rd instant at 3.30 p.m. Business. To consider 1. Proposed alteration of the boundaries of the Parishes of All Saints St Kilda; St Matthew Prahran; St John Toorak; St George Malvern; St Mary Caulfield; and the Parochial District of Oakleigh; with a view to the constitution of the Parishes of St Alban Prahran and St John Caulfield. 2. - To The Right Reverend The Lord Bishop of Ballarat - I am informed that our share of the Hastie bequest is to be handed over on Wednesday. In accordance with the Act we are to get it not in cash but in Government Stock. If you are not likely to be in Melbourne on the day named, will you commission some one under the accompanying power of attorney to accept the transfer on your behalf... When the transfer has been actually made into the joint names of our Bishop and yourself the apportionment between the two dioceses can be made, December 19 1887. Page 213. Page has been printed.

Stahle - In reply... the remarks to which you refer were the reflection of your own observations on the effect on yourself and on the aborigines of the discouragements you had suffered through the action of the Central Board. I did not mean to charge you with any failure of duty, but I wished to convey that in the performance of your duty you had not the cheerful hopefulness you once had. When one attempts to portray another's state of mind, one is liable to misinterpret it; if I have done so in your case, I am sorry. December 21 1887. Page 226. Page has been printed.

- To The Lord Bishop of Ballarat - At a meeting of the Bishop in Council of this Diocese held yesterday the question of the partition of the Church of England portion of the Hastie bequest was considered, and it was determined that a Committee consisting of the Bishop, the Dean, Canon Handfield, W. F. R. Godfrey and Mr F. S. Moule be appointed to confer with gentlemen representing the Diocese of Ballarat with a view to settlement. I presume your Lordship will ask you to appoint a committee to meet our committee and that we shall be able to arrange a meeting early in the New Year. Gaskell Esquire East St Kilda - I beg to inform you that the petition signed by yourself and others against the severance of the district, lying between Dandenong Road, Williams Road, High Street and Orrong Road from the Parish of All saints St Kilda with the view of including it in the proposed parish of St Albans, was taken into consideration by the Bishop in Council and that a select Committee of the Council was appointed to take evidence on the subject and to report... Rust Oakleigh ... your protest against severance of a portion of the parochial district of Oakleigh from that district was taken into consideration.. a select Committee of the Council was appointed to take evidence... - In your letter of the 31st... you do not mention Mr Gilsemans's? Christian name. Now there are five... on the books at the education office... If he be Richard James, his record ieman is good, and we shall do work to secure him. The only way in which we can secure him is to get Gilseman and Miss Rutter to exchange.... January 6 1888. Reed Esquire - the Bishop will be much obliged if you will kindly attend a meeting of the Cathedral organ Committee to be held at this office on Tuesday next the 17th instant at 11.30 a.m. and give the Committee the advantage of your advice. Are the plans of our Church offices making progress? When thinking of them the other day it struck me that the Council Chamber would abut unpleasantly on the back premises of the parsonage. -To The Reverend J. H. Stahle - I have received the papers and cheque re. wool and forwarded them to Captain Page. If Miss Rutter and Mr Glilsman will sign the accompanying documents and forward it to the Education Department I think the desired exchange will be sanctioned. Miss Rutter has behaved very well in the matter, please present to her my kind regards and thanks for so readily promoting an arrangement which will give support of a male assistant in dealing with the aborigines. I have received a letter from the Chief Secretary's Office in which I am informed that the Governor in Council has made me a member of the Central Board. January 12 1888. Page 320. - To The Lord Bishop of Melbourne - I saw the Dean and Canon Handfield yesterday respecting the partition of the Hastie money, and they were not unfavourable to a reference to the Inter Diocesan Committee... suggest.. that the Bishop of Ballarat be written to... 1. That the partition of the Hastie money is a "temporal affair"that comes under the control of the Bishop in Council... 2. that you are prepared, in answer with his suggestion to ask the Council, before deliberating further on the questions, to submit it to the InterDiocesan Committee... The question about the participation of Trinity College in the advantages of the bequest might very well be considered in Committee... January 12 1888. Pages 321 and back of 322. - To The Reverend E. S. Radcliff ( Edward Samuel ) Bishop's Registry Ballarat- The Bishop of Melbourne directs me to say that he considers the partition of the Hastie money to be "a temporal affair" that properly comes under the control of the Bishop in Council.... January 18 1888. Page 351.

- To Reverend Doctor Torrance - Mr Sellar is anxious that the builder of the organ in the Presbyterian Church at East St Kilda should be thought of in connection with the Cathedral Organ. - To The Reverend E. Radcliff Bishop's Registry Ballarat - In reply to your letter... I beg to inform you that the Bishop in Council of this Diocese, having given further consideration to the question of the partition of the Hastie Bequest, is still of opinion that it is desirable to refer it for settlement to gentlemen representing the two dioceses... might it not be well to take advantage of the high quotations of government securities and realise the stock. - To J. Ball esquire Messrs Moule and Seddon's - I am afraid we cannot make a loan... we shall nearly all the money we have now at command to erect our new Church offices. February 10 1888. Page 472.

- To Howard Willoughby Esquire Wellington Parade East Melbourne - The meeting in aid of St Paul's Cathedral Fund, of which I enclose a notice, is being duly advertised in the Argus. I shall be very glad if you will kindly give us a paragraph, and if possible a leader in Monday's paper.. February 15 1888. Page 483.

- To The Reverend T. Davis ( Thomas Wakelin ) ...Berwick ... consecrate the Church at Berwick.. 8th March. He will perform the ceremony at 3 p.m. and hold confirmation at 7 p.m .... It does not appear that the customary petition for the consecration of this church has been sent in. Therefore... sign the accompanying document and obtain signatures of the trustees, or a majority of them.... the Archdeacon must be asked to inspect and report if everything is ready for consecration. - To Mr J. Canterbury c/o Mr J. Evans Burwood Road Hawthorn - I learnt today that you are leaving the Colony immediately. Before you go I shall be glad if you will call on me in reference to your occupation of the Cathedral Ground of which we desire to obtain procession as soon as we can in order that we may erect thereon a Chapter House and Church offices which shall be ready for use when we open for Divine service... - To A. Purches Esquire - Can you remember whether the Melbourne Cemetery, or rather the Church of England portion of it, was consecrated by Bishop Perry? i do not find any record of it in own own books... February 17 1888. Page 498.

- To The Reverend W. Green ( William ) - I purchased the bell for Newport Church from Messrs James McEwan and Co. of Elizabeth Street. The price was, I think, 11.10.0 pounds, but, seeing it was for a Church, they let me have it for 10 pounds. It is a 17 inch bell. You can get one for 20 pounds. at the same place - a 20 inch one, weighing 199 lbs. February 22 1888. Page 512.

Perks Richmond - At a recent meeting of the Chapter of St. Paul's Cathedral I was directed to apply to the Cathedral Erection Board for the appropriation of the sum of 230 pounds from the rental derived from letting the hoarding for advertising, towards preparing a choir and for providing music for the Cathedral Services.... - To The Reverend Dr. Torrance Balaclava - At a meeting of the Chapter of St. Paul's Cathedral held recently I was directed to thank you for your consideration in drawing attention to the need of making early and suitable provision of music for the choir. The Chapter hope to be in a position to order the music and will be glad if you will well in the meantime specify what you think should be obtained. February 22 1888. Page 513.

- To The Reverend E. S. Radcliff ( Edward Samuel ) Bishop's Registry Ballarat - re Hastie Bequest .... There is no desire to press upon your Bishop, or the members of your Council, a method of procedure which would be inconvenient to them, and I now write to say that the Bishop in Council of this Diocese is prepared to submit in writing, for the consideration of the Bishop in Council of the Diocese of Ballarat, a proposal for a settlement on what the Bishop of Melbourne and Council conceive to be more equitable terms than those proposed by your Bishop. - To Charles Tanner Esquire Hon. Sec. C. of E. Greensborough - In reply... the Bishop in Council have been reluctantly compelled to determine not to make any further grants in aid of stipends of Clergymen or Readers until the Bishop of Melbourne Fund is in a better condition... Your application for a grant of 150 pounds in aid of the building of a Parsonage will be considered at the next meeting. February 25 1888. Page 531.

- To The Venerable Archdeacon Herring... There will not, I fear, be a meeting of the Bishop in Council before the 27th March, and when the meeting does take place it is unlikely a grant will be made which will have the affect of diminishing the income of the Bishop of Melbourne Fund in which the portion of the Leslie money given to the fund is now merged... investigation to be made by the select committee appointed to consider and report on the Fund. It is however proposed to set apart 250 pounds a year from the Fund in 1889 from which grants in aid of the erection of Churches in poor Country districts may be made. February 24 1888. Page 533. - To Mr W. G. Aitken Broadford - In reply... there is not, strictly speaking, any Parochial District of Broadford. Broadford is a part of the diocese not included in any parish, but attached for the time being to the Parish of Christchurch Kilmore (Vide Section 31 of the Patronage Act). The jurisdiction of the guardians of St Matthews Church Broadford does not extend beyond that Church and any land or buildings immediately connected with it... February 28 1888. Page 536.

- To James Reed Esquire - On account of Mr Perry's funeral which takes place today at 3.30 I have to put off the meeting of Church Officers at the Cathedral till Friday at the same time. Have you the plan of the ground for which I asked you ready? I cannot settle about obtaining Procession of the portion now tenanted till I get it. February 29 1888. Page 540.

- To H. S. Pyman Esquire Queen Street - The accompanying tracing shews in black outline the position of the buildings we are about to erect to the East of the Cathedral. The blue outline shews the wood and coal yard and the brown the brick tenements. If possession of the land indicated with the brown outline can be given in six months and of the land in three months we shall be able to go on with work meantime, and I will guarantee St Paul's Vestry against any loss of rental occasioned by their giving procession of a part of the ground in three months instead of six months which notice you informed me Mr Canterbury said he would require. - To henry Henty Esquire Chairman of the Church Affairs Committee - I regret that i am not well enough to attend the meeting of the Church offices Committee this afternoon. The meeting is called for the purpose of considering the accompanying letter of Mr Henry Barlow.... Should the Committee think it expedient to provide the further accommodation desired by the Book Society, I think they should be asked to pay additional rent.... mention to the Committee that there is a delay in obtaining possession of the land on which we are going to build... some of it had been let to Mr. Canterbury many years ago by the late Mr Gowan, who was trustee of St Paul's, but there was no documentary evidence of the terms under which Mr Canterbury held possession... Being unable to obtain an interview with Mr Canterbury, who was on the eve of leaving the Colony... he called on Mr Mullen, a member of St. Paul's Vestry, who would arrange the matter with me. I called on Mr Pyman at once, and he intimated that Mr Canterbury, who had sublet the premise, had stated he could not give up possession under six months, but that he (Mr T.) thought it might be arranged to give earlier possession provided his client and the Vestry of St. Paul's suffered no loss of rent. Ultimately, after more than one interview with Mr Pyman and consultation wit Messrs reed and Smart, I furnished Mr Pyman with a plan, and informed him that we can proceed at once with our buildings, if possession of all but a certain portion of the land indicated were given to us in three months and the balance in six months... Your letter of the 21st opens up a big question. The anomaly of the Missionaries doing work for a body that does not contribute to their income has existed for many years, and is not peculiar to Condor. It has been considered.. that the Missionary Societies have paid for the work of all kinds done by their Missionaries on aboriginal stations... An application from you could not be considered apart from the corresponding position of Messrs Hagenauer, Bogisch and Bulmer. I am conscious that your stipend is not a sufficient ? for the services you render. I would willingly vote for an increase if our income would permit, but at present it does not. St Mark's Church Wallan ...  question.. one who has not been baptised is a member of that church and eligible for election as a guardian under our Trustees and vestries Act, I think the answer must be that he is not.
